The plan is presented by Mayor John Collins at the Old South Meeting House. The largest per capita urban renewal plan in the U.S., it covers 50% of the land area of the city in 10 “general renewal areas” (Downtown North, including Government Center, North Station, North End and Waterfront; Central Business District; Back Bay, Charlestown, South End, Roxbury-North Dorchester; Parker Hill-Fenway; South Boston; East Boston; Jamaica Plain) and six “neighborhood improvement areas.” Approved by the Boston City Council on November 2, 1960, the plan subsequently attracts more than $200 million in federal funding and expands to include the Fenway; Madison Park-Campus High; South Cove; New Whitney Street, and North Harvard Street.
